OpenAI's ChatGPT Under Investigation by Italy's Privacy Regulator
ChatGPT is a chatbot that uses artificial intelligence (AI) to generate realistic and engaging conversations with humans. It was developed by OpenAI, a research organization that aims to create and promote beneficial AI for humanity. ChatGPT has been praised for its ability to mimic human language and respond to a variety of topics, from trivia to philosophy. Since its launch, ChatGPT has been in the news for all the good reasons and it has created a massive AI wave in the tech industry.
However, ChatGPT has also raised some serious privacy concerns, especially in Europe, where data protection laws are strict and enforced. On March 31, 2023, Italy's data protection agency (Garante per la protezione dei dati personali) announced that it had opened a probe into OpenAI's ChatGPT chatbot over a suspected breach of data collection rules.
According to the agency, ChatGPT lacks a legal basis to justify the mass collection and storage of personal data from its users, which are used to train the AI algorithms behind the chatbot. The agency also accused ChatGPT of failing to check the age of its users, which should be reserved to people aged 13 and above. It said it had provisionally restricted ChatGPT's use of Italian users' personal data and gave OpenAI 20 days to respond, after which it could face a fine of up to €20 million ($22 million) or 4% of its annual revenue.
This is not the first time that ChatGPT has faced scrutiny from regulators and watchdogs. In February 2023, a US tech ethics group called The Center for Humane Technology filed a complaint with the Federal Trade Commission (FTC) urging it to halt further commercial deployment of new generations of AI technology that power ChatGPT. The group argued that ChatGPT poses significant risks to consumers' privacy, security, mental health, and democracy.
OpenAI has defended its chatbot as a research tool that aims to advance the field of natural language processing and conversational AI. It has also claimed that it takes privacy seriously and that it does not store any personal information from its users. However, some critics have questioned the transparency and accountability of OpenAI, which is backed by tech giants like Microsoft and Google.
